The BPF, a driver of sustainable business
The Luxembourg State supports the creation of innovative partnerships, inviting the private sector to invest in developing countries. Through the Business Partnership Facility (BPF), Luxembourgish or European companies join forces with foreign partners to generate positive societal impact. The Business Partnership Facility (BPF), implemented by LuxDev, the Luxembourg Development Cooperation Agency, offers state co-financing of up to EUR 200,000 for projects that combine economic innovation with sustainable impact.
Since 2016, the BPF has supported more than fifty initiatives, enabling European private-sector actors to put their expertise at the service of innovative solutions in developing and emerging countries.
Transfer of skills and creation of qualified jobs in Kosovo
The project led by Jabir Chakib, CEO of e-LMA, within the framework of the BPF, is a perfect illustration of this approach.
Based in Luxembourg, e-LMA specialises in financial software for fund management companies and family offices. The enterprise has partnered with Swiss Premium, an IT player established in Kosovo. Together, they are developing a back-office solution in Kosovo to meet the needs of the Luxembourg financial sector, particularly in investment fund accounting. As part of this initiative, 100 young graduates are being trained in finance and advanced asset management tools, leading to stable employment and competitive salaries.
« The support of the BPF enabled us to move from idea to execution, to recruit and train a team in Kosovo capable of delivering high value-added services in line with international standards,” explains Jabir Chakib. “Beyond the financial support, we benefited from structured and regular guidance from LuxDev, helping us align our business objectives with sustainable development goals. »
For Ilir Ibrahimi, CEO of Swiss Premium, training the future players of the investment fund industry is crucial for the sustainable development of Kosovo’s capital markets: “Through this partnership, Luxembourg provides us with proven standards and methods, thus laying the foundations for a strong financial sector,” he emphasises.

Applications open until October 31, 2025
The 14th BPF call for proposals is currently open. Companies that, like e-LMA and Swiss Premium, wish to partner on a business project addressing sustainable development challenges can submit their proposals by October 31.
