Challenge
Kosovo holds strong potential for growth in digital technologies, but this remains largely untapped. Emerging technologies like blockchain and Web3—key drivers of Europe’s digital and green transitions—are still not fully integrated into local training or professional practices. This lack of structured opportunities is slowing innovation and limiting the competitiveness of the local economy. The country also faces a brain drain, fuelled by a shortage of attractive career prospects for young talent.
Innovative solution
Specialising in blockchain for data management, Compellio is developing cutting-edge technology that enables organisations to secure, verify, and monetise their digital assets—without the complexity. As part of the BPF project, partners are launching an inclusive, modular, and certified blockchain training programme featuring:
- Web3 courses tailored to all levels, both technical and non-technical;
- tokenised training certificates, verifiable on the blockchain;
- a digital learning platform combined with a “train-the-trainer” model to build local expertise;
- internship opportunities for participants, including placements with Kutia and its European partners;
- hackathons and open innovation tracks to spark collaboration between young talent, industry, and institutions.

- Training for 225 participants, with a certification rate of 70%
- 5 trainers equipped to pass their skills to new learners
- Improved employability for participants, with a goal of 50% accessing jobs or advancing their careers
- Development of concrete blockchain solutions (Proofs of Concept), helping to build a dynamic, innovation-driven ecosystem and create new economic opportunities in Kosovo
